I'm Sierra Napier — a public-policy-trained data analyst (MPA) who turns public datasets into accountability. I built The Stagnant Safety Net, a tri-state forensic audit of unemployment insurance decay across DC, Maryland, and Virginia, exposing a $601 million annual trust-fund shortfall and the campaign-finance patterns behind the policy freeze.
Here's the part that makes this work different: I'm currently unemployed. I'm not modeling the unemployment system from a comfortable distance — I'm a data point in it. When the BAI says a Maryland claimant is $20/week short of rent, I know exactly what that number feels like. That's not a weakness in the analysis. It's the reason the analysis exists.
The entire audit — data pipeline, four forensic indices, ten charts, live FEC API integration, a political accountability layer, two interactive notebooks, and a four-page portfolio — was architected and shipped in a single working session, AI-assisted with Claude (Anthropic).
